On April 7, 2023, the Commission issued Decision (“D.”) 23-04-010 on Phase 2 of the Resource Adequacy (“RA”) Reform Track. This Decision orders that the Energy Division’s proposed process will be used to develop the Master Resource Database (“MRD”) for use in the 24-hour slice-of-day framework. Energy Division is authorized to publish the draft MRD to the Commission’s website and request that generators respond with corrections to the MRD. This Decision also adopts Southern California Edison’s (SCE) load-serving entity ("LSE") Showing Tool approach, and adopts Pacific Gas and Electric Company’s (“PG&E's”) Top 5 Day methodology as the exceedance methodology to determine profiles for solar and wind resources under the 24-hour slice-of-day framework.
