Energy Division Proposal Regarding the Timeline for Issuing Market Price Benchmark Calculations

The ALJ issued a Ruling seeking party comments on an Energy Division proposal to modify the schedule for issuing MPB calculation from November 1 to October 1, which would allow IOUs to provide their "November Update" in the ERRA forecast proceeding in early October instead. The proposal is intended to address concerns that the the ERRA forecast proceeding schedule does not provide enough time for intervenors to review and comment on ERRA filings and for the Commission to address necessary changes in the November Update and produce a decision by mid-December for a January 1 implementation date.

Energy Division issues the MPB for the IOUs to complete the PCIA forecast and file an update to their ERRA forecast applications. Currently, the November 1 MPB release date provides parties with a shortened comment period. To provide parties with more time, ED proposals that starting in 2021, the LSE data submission requirements and the MPB calculation date will be revised to occur one month prior to current dates.

Please comment on Energy Division’s proposal to shift the date to issue the Market Price Benchmark, including any possible implications that would result from this date change.

The accuracy of the forecasted adders for the first year of this timing change could be reduced to some extent because market data for September will not be included in the MPB until the following year. Please comment on whether this concern should override the benefits of moving up the benchmark calculation, or whether the true up process negates this concern.
