Track 3 of the Resource Adequacy (RA) proceeding will be addressed in Track 3.A and Track 3.B
Track 3A will address (1) CAISO’s updated Local Capacity Requirement(LCR) reliability criteria, (2) LCR reduction compensation mechanism for theCentral Procurement Entities (CPE), (3) competitive neutrality rules for CPEs,and (4) Net QualifyingCapacity (NQC) values for Behind-the-Meter (BTM) hybrid storage/solar resourceswith the goal of counting these in the RA program.
o Track 3B will address structural issues in the RA program, includingenergy attributes and hourly capacity requirements, given the increasingpenetration of use- limited resources, greater reliance on preferred resources,rolling off of a significant amount of long-term tolling contracts.
