Track 3B.2 includes:
- Larger structural changes such as capacity constructs addressing attributes and reliance on resource-use limitations.
- Milestones and Multi-year system and flexible RA requirements
Track 4 includes:
- Adoption of the 2022-24 Local Capacity Requirements (LCR)
- Adoption of the 2022 Flexible Capacity Requirements (FCR)
- Adoption of the 2022 System RA requirements
