ALJ Declined to Adopt the Sales Forecast Issue in the ERRA Forecast Scoping Memo and Ruling

The ALJ declined to include SDG&E’s 2022 sales forecast in the scope of this proceeding on the grounds that the issue is already scheduled to be adjudicated in a separate, standalone application. If a sales forecast decision is not issued before SDG&E’s November Update, SDG&E will need to further adjust rates to incorporate the updated sales forecast at a later time.

Scope of the Proceeding:
  1. Approval of recovering the Energy Resource Recovery Account revenue requirement: $495.901 million;
  2. Recovery of the Portfolio Allocation Balancing Account (PABA) revenue requirement: $341.708 million and the projected 2021 PABA year-end balance of $(159.590) million;
  3. Recovery of the Local Generation revenue requirement:$143.125 million (excluding the balances recorded to the 2018 Local Generation Balancing Account (LGBA) of $(91.084) million and the 2019 LGBA of $(0.888) million;
  4. Recovery of the San Onofre Nuclear Generating Station Unit 1Offsite Spent Fuel Storage Cost revenue requirement: $1.108 million tracked in the Nuclear Decommissioning Adjustment Mechanism account;
  5. Recovery of the Tree Mortality Non-Bypassable Charge revenue requirement;
  6. Recovery of the GHG allowance revenues and return allocations. SDG&E also requests authorization to return the sum of the2018 and 2019 over collected balance recorded to the LGBA;
  7. Recovery of the proposed 2022 GHG Allowance Return rates;
  8. Recovery of the vintage Power Charge Indifference Adjustment rates;
  9. Recovery of the rate components for the Green Tariff Shared Renewables Program;
  10. Authority to allocate 2022 bundled commodity revenues using the System Average Percent Change methodology;
  11. Authority to implement the adopted rate changes in rates effective on January 1, 2022.
  12. Finally, the proceeding will address any relevant issues which directly attach to the above scope and where it is in the public interest to address those issues in order to adopt just and reasonable rates.
