On April 27, 2023, the Commission unanimously voted to approve Draft Resolution E-5258. This Draft Resolution sets January 1, 2025 as the earliest possible effective date for the expansions of service planned by Central Coast Community Energy ("CCCE") and East Bay Community Energy ("EBCE"). The Draft Resolution points to past citations that CCCE and EBCE have received for violations of the Resource Adequacy ("RA") program, and claims that the Commission cannot conclude at this time that the implementation of CCCE and EBCE's planned expansion will not cause further cost shifting in 2024.
