PG&E, SCE, and SDG&E ("Joint IOUs") oppose the Joint Petition for Modification ("Joint Petition") both on procedural and substantive grounds. The Joint IOUs and Public Advocates argue that a Petition for Modification is the incorrect procedural vehicle to raise legal errors. Green Power Institute ("GPI") supports the Joint Petition for Modification, and although acknowledging the procedural limitations, GPI makes a number of additional improvements to the ReMAT program.
