This proceeding provides oversight of the RPS program by reviewing RPS procurement plans submitted by retail sellers, providing tools for analysis of and reporting on progress of retail sellers and the RPS program as a whole, assessing retail sellers’ compliance with their RPS obligations, and integrating new legislative mandates and administrative requirements into the RPS program. The Commission is also responsible for enforcement, including citations and penalties for non-compliance.
SB 350 requires 65% of RPS procurement to be derived from long-term contracts of 10 or more years. SB 100 mandates 60 % RPS procurement by 2030 and requires all the state's electricity to come from carbon-free resources by 2045.
