SDG&E AL 3968-E Reopens and Revises the ReMAT Program

Pursuant to D.20-10-005, SDG&E Advice Letter ("AL") 3968-E opens SDG&E's ReMAT program and contains revisions to SDG&E's ReMAT tariff and Power Purchase Agreement ("PPA"). The AL implements the requirements of D.20-10-005 by opening ReMAT to all eligible projects on a first-come basis until the remaining capacity is fully subscribed, for SDG&E, that amount is 20.9 MW. The AL also provides the initial contract prices for each product type and makes changes to the PPA's payment allocation factors which are based on time-of-delivery periods and a project's facility classification. Protests to the AL are due April 4, 2022.

The following is a brief overview:

SDG&E AL 3968-E

  • SDG&E's share of statewide ReMAT capacity target is 20.9 MW of additional ReMAT resources.
  • SDG&E eliminates the bi-monthly limits on the amount of available capacity in its ReMAT. ReMAT will be open to all eligible projects on a first-come basis until the remaining capacity is fully subscribed as set forth in the tariff.
  • SDG&E also eliminated the market adjustment mechanism that was formerly used to determine the bi-monthly price. ReMAT pricing in each of the product categories will now be updated annually to an avoided cost calculated by the CPUC with reference to market transactions over the prior year.
  • ReMAT has been modified to permit otherwise eligible renewable generators paired with hybrid or co-located storage to participate so long as the project cannot receive energy from the electric grid for storage.
  • ReMAT has been modified to allow otherwise eligible projects interconnected to the transmission system to participate as long as the project was interconnected as of December 17, 2021.
  • ReMAT has been modified to allow otherwise eligible projects utilizing shared interconnection facilities to participate as long as the interconnection agreement setting forth the shared facilities was executed on or before December 17, 2021 and the size of the interconnection is 3 MW or less.
  • ReMAT has been modified to establish a 3 MW continuous grid export limit on the projects.
  • SDG&E modified the tariff provisions on daisy-chaining to comply with D.21-12-032.
  • SDG&E clarified the procedures for closing the tariff.
  • SDG&E updated the process re-allocating capacity among the three product types to facilitate achievement of SDG&E’s share of the statewide goal.
  • SDG&E set the initial capacity allocations among the three product types.
  • SDG&E added language to permit the periodic update of the time-of-delivery factors in the ReMAT power purchase and sale agreement ("PPA").
