The legislature enacted SB 237 in 2018, directing the Commission to further increased the DA allowance cap by June 1, 2019 and to provide a recommendation to the Legislature by June 1, 2020 on whether and how the DA program should be completely reinstated for all interested non-residential customers. In Phase 1 of this proceeding, the Commission increased the total DA allowance cap by 4,000 gigawatt hours apportioned among the three IOU service territories.
Commission is currently addressing SB 237’s mandate requiring the Commission to provide recommendations to the legislature on further implementation of the DA program for nonresidential customers beginning in 2021. To inform its recommendation, the Commission will rely primarily on an Energy Division study on the proposed DA expansion’s impact on such factors as greenhouse gas (“GHG”) emission reduction goals, electric system reliability, and preventing undue cost shifting.
The Energy Division study was scheduled to be released on March 9, 2020, with a proposed decision expected by May 22,2020.
Reviewing specific issues related to inputs and calculations for PCIA methodology and considering alternatives to the PCIA.
